3. Stephen Strasburg – Strasburg has a -2 RSB, which isn’t the biggest number you want when it comes to stolen base matchups. However, Strasburg is having a particularly rough start to the season, and his WHIP is 1.69. The other thing is that the Nationals are at the Reds, an opponent that leads MLB in stolen bases with 45 this season. Billy Hamilton has 18 of them, while Todd Frazier and Brandon Phillips have six.

2. John Lackey – With a -15 RSB, Lackey easily gives up the most stolen bases on average. Granted the Dodgers are tied for last in stolen bases, but that’s partially due to Carl Crawford and Yasiel Puig’s injuries. Jimmy Rollins is still a legit threat and could easily steal second.

1. Carlos Rodon – Despite that Rodon is a left-handed pitcher, he gives up quite a few stolen bases. First off, his WHIP is 1.84 this season, which is clearly one of the highest of all starters in baseball (although it’s a small sample size). Secondly, in his three starts, he’s already allowed three stolen bases. Today, the White Sox are at the Astros, and Houston has stolen the fourth-most bases this year. Along with a great run projection, Jose Altuve and George Springer are your targets.
